The Russian Ministry of Defence is the supreme commander in chief exercising overall leadership over the armed forces and other military forces of the Federation. Its basic functions include: participation in the formulation of federal military policy and military doctrine; development of a concept for the construction of the federal armed forces, coordination of federal State programmes for the development of the armed forces and military technical equipment, and proposals for national defence ordering; proposal of a draft budget for defence expenditure and methods of its use; organization of defence scientific research and experimental design; and the ordering, production and procurement of weapons, military technical equipment for the armed forces and other militaries, Ordering and production and procurement of weapons, military technical equipment, foodstuffs, clothing and other materials for the Armed Forces and other military forces; responsibility for preparations for the mobilization of the Armed Forces; submission to the President of common orders, draft regulations concerning the Ministry of Defence and the General Staff, the Military Commission, the Reserve Commission, etc..
