Russian Ministry of Emergency Situations

The Ministry of the Russian Federation for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters (EMERCOM) is one of the executive departments of the Government of the Russian Federation. Established in 1994, its main responsibilities include the development of procedures and state policy for responding to emergencies, the unification of the command and management of civil defense and search-and-rescue services within the territory of the Russian Federation, and the establishment and improvement of the Russian disaster management system.
